Improvements - Rebel and Combine + Initial spawn protection

Yesterday night was very productive ! :PC

The following was achieved :

1. Rebel and Combine
The old way of changing to rebel and combine has been removed and integrated in the ZG sourcemod plugin
The 5 seconds delay plugin for spectating was causing an issue with changing from rebel to combine. This has now fixed it and is therefore re enabled !
Also some features were added :
a. Changing to rebel or combine is not possible if the player's health is below 50. The player will be notified of this in the chat, (msg are colour coded to ZG colours), and played the FAIL sound ! :mrgreen: (The reason for this is some would use this to escape a difficult situation and not be killed).
b. When changing the change is announced to all players in the chat (msg are colour coded to ZG colours). The ZIP sound is also player to the player changing. ;D

2. Initial spawn protection
This was on ZG for many years, but started causing problems with models - models would be stuck in the floor when spawning, so it was disabled for a while.
Therefore the old plugin isn't used anymore. Instead a new plugin has been built from the ground up especially for ZG, credits to sidezz ! applaude applaude applaude
Everything looks very similar than before, expect that the screen is dimmed when the player is spawn protected.

For those who do not know : The spawn protection ONLY protects at server join and map change - This is quite crucial as if someone is in spec, they do not get shot at every map change, this prevents the stealing and loss of points. :hit

sometimes the dark effect from the spawn protection doesn't go away until you die :oops: :roll:
